Essentially we only create a page per city, and we show basically the service page here, but when you click on a link it takes you to the "service-first" logic structure. We do so to keep all of our services information int he /services folder, and not duplicate pages. When google "crawls" the internet, it can find a clean organized information structure to be able to help people searching for our expertise as business(s). When google comes to our website, it can easily find our /Services organized by rich-keyword categories, then it sees each page has comprehensive services and clean non-duplicated photos, from real work. while it is crawling the /services folder, it will also find "natural back-links". as an example, when you're at /services/handymen-fixtures/wall-mounts/tv-mounting google can see "proof" of the services, as we link to a /Project post about a TV-Mounting service call in "x" neighborhood - this is our 3rd layer, our /porjects folder is the gallery with project posts organized per city and neighborhood. 

Google as it crawls our website will see our /locations folder, cleanly organized by /state/city. when google crawls over our list of cities where we provide services, it sees a clean city-focused page displaying the services specific to that city. Google will see in that page of services for city, the backlinks going to the /services/(pages). and thats it, for the "location-first" city page we display the services in that city, and the links go back to the "service-first" logic structure.
